Acid washing is a method used to clean the surface of the concrete and prepare it for sealing. It helps remove dirt, stains, efflorescence (white powdery deposits), and other contaminants from the surface. 
Water blasting rinses off the acid solution and thoroughly cleans the concrete surface.
Sealing with an acrylic or penetrating sealer acts as a protective barrier, forming a film or penetrating into the concrete to prevent liquids, oils, and contaminants from infiltrating it.
